American lawmakers are meeting during the weekend for the first time since the federal closure began more than a month ago, but hopes for a cross-party deal on how to resolve the impasse appeared to recede as GOP senators proposed a plan toxic to Democrats: eliminating the ACA, called Obamacare.
Deepening Impact of Government Shutdown
The effect on Americans from the lengthiest shutdown of the federal government in history worsened on Saturday, as government employees went unpaid, airlines were compelled to cancel flights and Supplemental Nutrition Assistance Program benefits have been postponed for forty-two million Americans.
President's Proposal from Golf Course
As Saturday's session got started, GOP senators welcomed a suggestion made on social media early Saturday by Donald Trump from his golf course in West Palm Beach, for subsidies to be replaced by HSA-style accounts.
"My recommendation is to Senate Republicans that the Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.
Republican Endorsement
Several Republican senators welcomed the proposal, which is similar to a replacement for Obamacare put forward in 2017.
"We will replace this broken system with something that is actually better for the patient," one senator said.
Another senator praised Trump's proposal on social media, and displayed a giant blow-up of Trump's post as he addressed on the Senate floor.
"I'm writing the bill right now," a third senator wrote in reply to Trump's proposal. "We need to stop public funds from going to carriers and instead give it directly to Americans in HSA-style accounts and let them buy the medical coverage they want."
Democratic Response
Opposition senators expressed alarmed responses to Trump's proposal.
"In other words, Donald Trump's 'proposal' for health care is another cynical attempt to repeal Obamacare," one Democratic senator stated. "It's the same unsuccessful Republican plan that's been defeated by the public and Congress."
Another senator reacted to the criticism of insurance companies by writing: "Well, Trump and the Republicans can't stand how the large insurance companies are overcharging Americans. Really? Then I applaud your support for universal healthcare."
Continuing Talks
The Senate went into recess without finding a resolution, but Senate Republican leaders have signaled an willingness to an developing proposal from a handful of moderate Democrats to terminate the closure in exchange for a later vote on the ACA payments.
One Democratic senator, who is leading the talks among moderates, said that Democrats "need another way ahead" after Republicans rejected an proposal to reopen the government and continue the payments for a year.
Another leading Democratic senator persisted in maintaining that Republicans should agree to a one-year extension of the subsidies before discussing the long-term of the subsidies.
"Inaction is irresponsible because people will go into debt, people will become uninsured, people will get sicker," the senator stated in a Senate address. "That's what will happen if this Congress does nothing."
Partisan Situation
Not one of the Republican senators seemed to address the fact that patients would still need to buy plans from the same insurance companies, or that Republican lawmakers need the backing of eight Democrats to restart the government, and the idea of repealing and replacing Obamacare with savings accounts is improbable to earn a single Democratic vote.
Several analysts indicated that the essence of such a proposal would eliminate the ACA's mandate that carriers cover patients with existing health issues.
After his golf outing, Trump returned to his private club and doubled down on his demand that Republicans stop seeking compromise and try instead to repeal and overhaul Obamacare with a version of the proposal that was unsuccessful to garner enough support in 2017.
